Yes. A Clerk account includes Free: one operator and 10 prompts a month, plus the live feed and rankings. Hobbyist is a 14-day trial with no card, then $5 a month if you add one. Pro is $15 a month with no trial. Paid plans accept a US-issued card or a US billing address.
Yes. Free includes 10 prompts a month, and they reset on the 1st. Hobbyist and Pro have a larger allowance per billing period, plus an hourly cap of 40 messages (120 on Pro). If an allowance runs out, chat pauses until it resets. Rankings and the live feed stay open.
No. It reads your league and recommends moves. You send the trade, make the add and set the lineup. It can't fat-finger your kicker for you.
